Paul Hourbeigt

Born in Buenos Aires on November 6, 1965. Lawyer specialized in Administrative Law, graduated from the University of Buenos Aires in 1990. Master in Administrative Law from the Austral University (2000-2001). He has developed his professional activity in the field of Energy Law and the Regulation of Public Services. He has worked as an advisor to companies providing public services, with specific experience in interdisciplinary work, such as tariff aspects, leading professionals from different specialties. Likewise, he served as an international advisor in the development of infrastructure regulatory frameworks such as the Regulatory Framework for Liquefied Petroleum Gas in Colombia and the Model of the Brazilian Electricity Sector. He was Legal Coordinator of the Undersecretary of Electric Power of the Nation. He is the author of legal publications in specialized magazines, essentially on energy matters.

Felix Helo

Born on May 8, 1965. Lawyer from the University of Buenos Aires. Professor of Institutional Economic Structure at the Faculty of Economics of the Argentine Catholic University. Specialization in Corporate Law and Foreign Investments, in this field he has participated in the creation of companies, joint ventures , mergers and acquisitions as well  as in advising on the commercial operations of enterprises. He has also advised different clients in the resolution of controversies under the international arbitration procedure either in the ICSID, UNCITRAL and ICC.
